His daughter, Slutty Cyrus, is equally as lame. The paps snapped her on Wednesday helmet-less, too!

It’s illegal for anyone under the age of 18 to ride a bike without a helmet in Cali.

On top of that, Slutty is riding a bike while chatting on her cell phone.

Where are the cops when you need them?!?!
